One of my masters students has been digging around and found quite a bit of coverage of the 1500 Rupee Laptop that the Indian Government is backing. It is a 7" tablet design. More details here:

Notice how there are different hardware designs? It seems like they just got a bunch of samples from vendors and announced the price they were willing to pay.
